New Pacific Announces 2024 AGM Results

Vancouver, British Columbia – November 29, 2024 – New Pacific Metals Corp. (“New Pacific” or the “Company”) (TSX: NUAG; NYSE American: NEWP) today reported that all matters submitted for approval at New Pacific’s annual meeting of shareholders (“AGM”) held today as set out in the Company’s Notice of Meeting and Management Information Circular, both dated October 23, 2024, were approved by the requisite majority of votes cast at the AGM.  A total of 130,978,159 common shares, representing 76.37% of the votes attached to all outstanding shares as at the record date for the meeting, were represented at the AGM. 

The details of the voting results for the election of directors are set out below:

Shareholders also approved the re-appointment of Deloitte LLP as auditors of the Company for the ensuing year. Final results for all matters voted on at the AGM will be filed on SEDAR+ at www.sedarplus.ca, on EDGAR at www.sec.gov and on the Company’s website at www.newpacificmetals.com.

New Pacific Metals Announces Filing of Preliminary Economic Assessment for the Carangas Project

Vancouver, British Columbia November 15, 2024 New Pacific Metals Corp. (TSX: NUAG) (NYSE-A: NEWP) (“New Pacific or the Company”) announces that, further to its news release of October 1, 2024 (the “Release”), the Company has filed an independent Preliminary Economic Assessment technical report for its Carangas Silver-Gold-Lead-Zinc Project located in Oruro Department, Bolivia (“PEA Technical Report”). This PEA Technical Report is effective September 5, 2024, and was independently prepared by RPMGlobal Limited in accordance with National Instrument 43-101 Standards of Disclosure for Mineral Projects (“NI 43-101”).  The PEA Technical Report can be found on the Company’s website at www.newpacificmetals.com, under the Company’s profile at www.sedarplus.ca.

There are no material differences in the information in the PEA Technical Report and the information contained in the Release.

CAUTIONARY NOTE REGARDING RESULTS OF PRELIMINARY ECONOMIC ASSESSMENT

The results of the PEA prepared in accordance with NI 43-101 titled “Carangas Deposit – Preliminary Economic Assessment” with an effective date of November 15, 2024, and prepared by certain qualified persons associated with RPMGlobal are preliminary in nature and are intended to provide an initial assessment of the Project’s economic potential and development options of the Project. The PEA mine schedule and economic assessment includes numerous assumptions and is based on both indicated and Inferred Mineral Resources. Inferred resources are considered too speculative geologically to have the economic considerations applied to them that would enable them to be categorized as Mineral Reserves, and there is no certainty that the preliminary economic assessments described herein will be achieved or that the PEA results will be realized. The estimate of Mineral Resources may be materially affected by geology, environmental, permitting, legal, title, socio-political, marketing or other relevant issues. Mineral resources are not Mineral Reserves and do not have demonstrated economic viability. Additional exploration will be required to potentially upgrade the classification of the Inferred Mineral Resources to be considered in future advanced studies. RPMGlobal (mineral resource, infrastructure, tailings, water management, environmental and financial analysis) was contracted to conduct the PEA in cooperation with Moose Mountain Technical Services (mining), and JJ Metallurgical Services (Metallurgy). The qualified persons for the PEA for the purposes of NI 43-101 are Mr. Marcelo del Giudice, FAusIMM, Principal Metallurgist with RPMGlobal,  Mr. Pedro Repetto, SME, P.E., Principal Civil/Geotechnical Engineer with RPMGlobal, Mr. Gonzalo Rios, FAusIMM, Executive Consultant – ESG with RPMGlobal, Mr. Jinxing Ji, P.Eng., Metallurgist with JJ Metallurgical Services, and Mr. Marc Schulte, P.Eng., Mining Engineer with Moose Mountain Technical Services., in addition to Mr. Anderson Candido, FAusIMM, Principal Geologist with RPMGlobal who estimated the Mineral Resources. All qualified persons for the PEA have reviewed the disclosure of the PEA herein. The PEA is based on the MRE, which was reported on September 5, 2023. The effective date of the MRE is August 25, 2023. Mineral Resources are constrained by an optimized pit shell at a metal price of US$23.00/oz Ag, US$1,900.00/oz Au, US$0.95/lb Pb, US$1.25/lb Zn, recovery of 90% Ag, 98% Au, 83% Pb, 58% Zn and Cut-off grade of 40 g/t AgEq. Assumptions made to derive a cut-off grade included mining costs, processing costs, and recoveries were obtained from comparable industry situations.

New Pacific Reports Financial Results for the Three Months Ended September 30, 2024

VANCOUVER, BRITISH COLUMBIA – NOVEMBER 13, 2024: New Pacific Metals Corp. (“New Pacific” or the “Company”) reports its financial results for the three months ended September 30, 2024.  All figures are expressed in US dollars unless otherwise stated.

FISCAL 2025 Q1 HIGHLIGHT

 The Company reported the results of its independent National Instrument 43‐101 – Standards of Disclosure for Mineral Projects (“NI 43‐101”) Preliminary Economic Assessment for the Carangas project (the “Carangas PEA”) on October 1, 2024. The Carangas PEA is based on the Mineral Resource Estimate reported on September 5, 2023 for the Carangas Project (the “Carangas MRE”).  Pursuant to NI 43-101, the Company is required to file the Carangas PEA under the Company’s profile at sedarplus.com within 45 days of its news release dated October 1, 2024 disclosing the results of the Carangas PEA. Highlights of the Carangas PEA are as follows:

  • Post-tax net present value (“NPV”) (5%) of $501 million and internal rate of return (“IRR”) of 26% at a base case price of $24.00/ounce (“oz”) silver, $1.25/pound (“lb”) zinc, and $0.95/lb lead;
  • 16-year life of mine (“LOM”), excluding 2-years of pre-production, producing approximately 106 million oz (“Moz”) of payable silver, 620 million lbs (“Mlbs”) of payable zinc and 382 Mlbs of payable lead;
  • Initial capital costs of $324 million and a post-tax paybacks of 3.2 years;
  • Average LOM all-in sustaining cost (“AISC”) of $7.60/oz silver, net of by-products; and
  • Approximately 500 direct permanent jobs to be created from the Carangas Project.

FINANCIAL RESULTS

Net loss attributable to equity holders of the Company for the three months ended September 30, 2024 of $1.26 million or $0.01 (three months ended September 30, 2023 – net loss of $1.75 million or $0.01 per share).  The Company’s financial results were mainly impacted by the following items:

  • Operating expenses for the three months ended September 30, 2024 of $61 million (three months ended September 30, 2023 – $1.87 million).
  • Income from investments for the three months ended September 30, 2024 of $0.25 million (three months ended September 30, 2023 – $0.02 million).
  • Gain on disposal of property, plant and equipment for the three months ended September 30, 2024 of $nil (three months ended September 30, 2023 – $0.05 million).
  • Foreign exchange gain for the three months ended September 30, 2024 of $0.10 million (three months ended September 30, 2023 – $0.05 million).
  • Working Capital: As of September 30, 2024, the Company had working capital of $20.36 million.

PROJECT EXPENDITURE

The following schedule summarized the expenditure incurred by category for each of the Company’s projects for relevant periods:

SILVER SAND PROJECT

For the three months ended September 30, 2024, total expenditures of $0.52 million (three months ended September 30, 2023 – $0.97 million) were capitalized under the project.

CARANGAS PROJECT

For the three months ended September 30, 2024, total expenditures of $0.36 million (three months ended September 30, 2023 – $0.61 million) were capitalized under the project.

SILVERSTRIKE PROJECT

For the three months ended September 30, 2024, total expenditures of $0.03 million (three months ended September 30, 2023 – $0.07 million) were capitalized under the project.

New Pacific Metals Delivers Strong Economics for Carangas in Preliminary Economic Assessment

Vancouver, British Columbia – October 1, 2024 – New Pacific Metals Corp. (TSX: NUAG) (NYSE-A: NEWP) (“New Pacific” or the “Company”) is pleased to report the results of its Preliminary Economic Assessment (“PEA”) for the Carangas project (the “Project”) in Oruro Department, Bolivia. The PEA is based on the Mineral Resource Estimate (the “MRE”) for the Project, which was reported on September 5, 2023, and prepared in accordance with National Instrument 43‐101- Standards of Disclosure for Mineral Projects (“NI 43‐101”).

Highlights from the PEA are as follows (all figures in US Dollars):

  • Post-tax net present value (“NPV”) (5%) of $501 million and internal rate of return (“IRR”) of 26% at a base case price of $24.00/oz silver, $1.25/lb zinc, and $0.95/lb lead;
    • NPV and IRR of $748 million and 34%, respectively, at $30/oz silver;
  • 16-year life of mine (“LOM”), excluding 2-years of pre-production, producing approximately 106 million oz (“Moz”) of payable silver, 620 million pounds (“Mlbs”) of payable zinc and 382 Mlbs of payable lead;
    • Payable silver production of approximately 8.5 Moz per year in years one through six; with LOM average silver production exceeding 6.5 Moz per year;
  • Initial capital costs of $324 million and a post-tax payback of 3.2 years;
  • Average LOM all-in sustaining cost (“AISC”) of $7.60/oz silver, net of by-products; and
  • Approximately 500 direct permanent jobs to be created from the Project.

The PEA for the Carangas project marks a significant milestone for our company, outlining a robust, high-margin project with strong economics. By focusing our efforts on a discrete, near surface, subset of silver rich material we were able to define a project with a post-tax NPV of $501 million, an IRR of 26% and an initial capital expenditure of $324 million,” stated Andrew Williams, CEO and President.

Economic Results and Sensitivities

Table 1 shows key assumptions and summarizes the projected production and economic results of the PEA. Tables 2 and 3 show sensitivities to silver prices and operating and capital costs.

Note: Inputs for the base case (100%) are listed in Table 1. Table 2 presents how the Project’s post-tax NPV and IRR are affected by varying the selling price of silver. For example, if the silver price increases by $3/oz (from $24.00 to $27.00/oz) while other Inputs remain as the “Base Case”, then the NPV becomes $625 M and the IRR is 30%. NPV values are discounted at a rate of 5%. Zinc and lead prices are kept constant at $1.25/lb and $0.95/lb respectively.

Note: Inputs for the base case (100%) are listed in Table 1.  Table 3 lists sensitivity analysis for three “Input” variables.  For example, if LOM Capex increases by 20% (+20%), while silver price, mine operating cost, and process operating cost remain the same as the “Base Case” input, the NPV becomes $444M and IRR is 21%. NPV values are discounted at a rate of 5%.

Capital and Operating Costs

The Project, as outlined in the PEA, is anticipated to include an open-pit operation, with mining to be carried out by a contract mining company, supplying mill feed to a flotation plant, producing silver-lead and zinc concentrates. The PEA anticipates the Project will have several capital and operating cost advantages:

  • Mineralized material is flat-lying and near-surface, which is anticipated to result in a shallow pit with a final depth of approximately 230 meters below surface and a low LOM average strip ratio of 1.7:1;
  • It is proposed that the mine will be operated by a contractor with current operations in Bolivia, eliminating the need for the Company to procure a mining fleet and sustain capital for fleet replacement;
  • Bond ball mill work index (BWi) averaging 12 and a Bond abrasion index (Ai) averaging 0.06, therefore it is anticipated that processing mineralized material will require modest power consumption and low grinding media consumption;
  • Test work shows that total silver recoveries are favorable at 87.3%, with the Pb concentrate containing a high silver content expected to exceed 3,500 g/t, along with an absence of deleterious elements to enhance smelter terms;
  • It is expected that the mine will be connected to the national electricity grid, providing low-cost power at $0.05/kWh to the processing plant and other on-site infrastructure;
  • The site can be accessed via national highways and all-season local roads; and
  • The Project could be a major supplier for a proposed government-operated zinc smelter in Oruro.

Mining

It is anticipated that the deposit will be mined using a conventional open pit approach. This entails drilling and blasting, with loading by hydraulic excavators and haulage by off-highway rear dump haul trucks. The PEA pit is designed to be relatively shallow, resulting in comparatively short hauls for both mill feed and waste. A SW-NE cross section showing the resource model grades and pit is illustrated in Figure 1. The mine production schedule is illustrated in Figure 2.

Mill feed tonnes and grade are a subset of the Mineral Resource Estimate, accounting for planned mining dilution and recovery. A mining net smelter return (“NSR”) cutoff grade of $28/t was applied and all mined material below this cutoff grade is treated as waste.  The mining cutoff grade was chosen to cover all operating costs as well as a built-in economic margin for the Project.

The PEA assumes that mill feed will be hauled to the primary crusher or a run-of-mine (“ROM”) stockpile near the crusher. A portion of the oxides and lower grade resources mined in the early years are planned to be stockpiled and processed over the life of mine. Waste rock will be hauled to waste storage facilities. It is anticipated that mine operations will be conducted by a contractor with current operations in Bolivia.

It is anticipated that open-pit mining will commence in the first year of construction.  The mine plan anticipates that 19 Mt of waste and oxide material will be mined, with the oxides stockpiled, over a two-year pre-production period. Peak open-pit production is expected to be 15 Mt per year. The planned open pit contains a total of 176 Mt of material (mineralized material and waste) which is scheduled to be mined out by Year 13 of milling operations. 24 Mt of oxide and lower grade material is planned to be processed throughout the mine, with years 14-17 processing stockpiles exclusively.

Notes: Net Smelter Prices (“NSP”) and metallurgical recoveries are used to define the NSR cutoff grade. NSPs include market price assumptions of $23.0/oz Ag, $0.95/lb Pb, $1.25/lb Zn. Various smelter and refining terms, offsite costs, and a 6% royalty derive NSPs of $20.5/oz Ag, $0.64/lb Pb, and $0.74/lb Zn.  Metallurgical recoveries of 90% Ag, 83% Pb, and 58% Zn are applied. The metal prices, smelter terms, and recoveries for the economic analysis are slightly different from the values described here. Checks have been made by the qualified person to ensure that the PEA mine plan would not be materially altered by revising these inputs to the final PEA values.

Mineral Processing

The Project is designed to process 4.0 Mt of mineralized material per year. The overall production schedule is illustrated in Figure 3. The processing facility will use conventional comminution circuits followed by selective sequential flotation to produce a lead/silver concentrate and a zinc/silver concentrate. This is planned to include primary crushing, followed by a SAG-Ball milling circuit (“SABC”) and sequential sulfide flotation to separate silver/lead and zinc while rejecting pyrite and non-sulfidic gangue minerals. Tailings would then be thickened and pumped to a conventional storage facility.

Mineral Resource Estimate

The MRE, which used conceptual open pit mining constraints for reporting purposes, was previously reported by the Company in a news release dated September 5, 2023. The MRE, stated at a 40 g/t AgEq cut‐off, is shown in Table 6.

To minimize upfront capital while maximizing the Project’s return, the Company based the PEA on a 64 Mt subset of the near-surface, higher-grade material within the Upper Silver Zone of the MRE, as illustrated in Figure 1. This is anticipated to preserve the optionality to mine and process the remainder of the MRE at a later date.

Next Steps

With the completion of the PEA, New Pacific intends to continue its efforts to secure the necessary permits for the Project. The Company will only proceed with a feasibility study, expected to take 12-18 months, once it has confidence in a favorable and timely permitting outcome. This is anticipated to include securing a comprehensive mine development agreement with the local community, converting the Company’s exploration license into a mining license, substantially progressing an Environmental Impact Assessment Study (“EIA”) and obtaining legal certainty for the Project’s location within 50 kilometres of the Bolivian border with Chile. The Company anticipates being in such a position no earlier than the second half of 2025.

Significant progress has been made towards these milestones over the past year. For the EIA, the Company has completed baseline environmental data collection for both the dry and wet seasons and has recently secured community consent to begin the primary socioeconomic baseline data collection, which is expected to take several months to complete. This baseline data will help refine the Project’s design, assess potential environmental and social impacts and will help inform agreements with the local community.

The Company is encouraged by the strong support from both the Oruro Department and the federal government in advancing the Project. Through its recently formed Oruro Mining Task Force, the Government of Bolivia has established a pathway for transitioning from an exploration license to a mining license, with Carangas set to become the first project to do so under Bolivia’s 2014 mining code. The Company believes that continued collaboration and support from governmental authorities are crucial for the Project’s success and its potential to become a key source of raw material for a zinc plant under construction by the Bolivian government in Oruro.

The qualified persons for the PEA are Mr. Marcelo del Giudice, FAusIMM, Principal Metallurgist with RPMGlobal, Mr. Pedro Repetto, SME, P.E., Principal Civil/Geotechnical Engineer with RPMGlobal, Mr. Gonzalo Rios, FAusIMM, Executive Consultant – ESG with RPMGlobal, Mr. Jinxing Ji, P.Eng., Metallurgist with JJ Metallurgical Services, and Mr. Marc Schulte, P.Eng., Mining Engineer with Moose Mountain Technical Services. New Pacific Reports Financial Results For The Three Month And Year Ended June 30, 2024

VANCOUVER, BRITISH COLUMBIA – SEPTEMBER 9, 2024: New Pacific Metals Corp. (“New Pacific” or the “Company”) reports its financial results for the three months and year ended June 30, 2024.  All figures are expressed in US dollars unless otherwise stated.

 FISCAL 2024 HIGHLIGHT

  • The Company filed its independent National Instrument 43-101 – Standards of Disclosure for Mineral Projects (“NI 43-101”) Pre-Feasibility Study for the Silver Sand Project (the “Silver Sand PFS Technical Report”) on August 8, 2024. The Silver Sand PFS Technical Report shows an post-tax net present value (“NPV”) at a 5% discount rate of $740 million with an internal rate of return (“IRR”) of 37% at a base case price of $24.00 per ounce (“oz”) of silver, underpinned by a production of approximately 157 million oz (“Moz”) of silver over 13 years of mine life with average life of mine (“LOM”) all-in sustaining cost (“AISC”) of $10.69/oz silver.
  • The Company filed its inaugural NI 43-101 mineral resource estimate for its Carangas Project (the “Carangas MRE”) on September 18, 2023. Total indicated mineral resources of 214.9 million tonnes (“Mt”) containing 205.3 Moz of silver, 1,588.2 thousand oz (“Koz”) of gold, 1,444.9 million pounds (“Mlbs”) of lead, 2,653.7 Mlbs of zinc, and 112.6 Mlbs of copper; or collectively 559.8 Mozs silver equivalent (“AgEq”). Total inferred mineral resources are 45.0 Mt containing 47.7 Mozs of silver, 217.7 Kozs of gold, 297.9 Mlbs of lead, 533.7 Mlbs of zinc, and 16.8 Mlbs of copper; or collectively 109.8 Mozs AgEq.
  • Successfully closed a bought deal financing on September 29, 2023. A total of 13,208,000 common shares of the Company were sold under the bought deal financing at a price of $1.96 (CAD $2.65) per common share for total gross proceeds of approximately $25.9 million (CAD $35 million).  The underwriter’s fee and other issuance costs for the transaction were approximately $1.4 million.

 FINANCIAL RESULTS

Net loss attributable to equity holders of the Company for the three months and year ended June 30, 2024 of $1.48 million and $6.02 million or $0.01 and $0.04 per share, respectively (three months and year ended June 30, 2023 – net loss of $1.86 million and $8.10 million or $0.01 per share and $0.05 per share, respectively).  The Company’s financial results were mainly impacted by the following items:

  • Operating expenses for the three months and year ended June 30, 2024 of $53 million and $6.94 million, respectively (three months and year ended June 30, 2023 – $1.89 million and $8.26 million, respectively).
  • Income from investments for the three months and year ended June 30, 2024 of $0.32 million and $1.06 million, respectively (three months and year ended June 30, 2023 – $0.02 million and $0.18 million, respectively).
  • Gain on disposal of property, plant and equipment for the three months and year ended June 30, 2024 of $nil and $0.05 million, respectively (three months and year ended June 30, 2023 – $nil and $nil, respectively).
  • Provision for credit loss for the three months and year ended June 30, 2024 of $27 million and $0.27 million, respectively (three months and year ended June 30, 2023 – $nil and $nil, respectively).
  • Foreign exchange gain (loss) for the three months year ended June 30, 2024 of $(0.01) million and $0.08 million, respectively (three months and year ended June 30, 2023 – $0.01 million and $(0.02) million, respectively).
  • Working Capital: As of June 30, 2024, the Company had working capital of $21.38 million.

PROJECT EXPENDITURE

The following schedule summarized the expenditure incurred by category for each of the Company’s projects for relevant periods:

SILVER SAND PROJECT

For the three months and year ended June 30, 2024, total expenditures of $1.02 million and $3.21 million, respectively (three months and year ended June 30, 2023 – $0.93 million and $6.74 million, respectively) were capitalized under the project.

CARANGAS PROJECT

For the three months and year ended June 30, 2024, total expenditures of $0.47 million and $1.79 million, respectively (three months and year ended June 30, 2023 – $1.75 million and $12.14 million, respectively) were capitalized under the project.

SILVERSTRIKE PROJECT

 For the three months and year ended June 30, 2024, total expenditures of $0.02 million and $0.10 million, respectively (three months and year ended June 30, 2023 – $0.22 million and $1.56 million, respectively) were capitalized under the project.

New Pacific Metals Reports Results of its Pre-Feasibility Study of the Silver Sand Project Post-Tax US$740 Million NPV (5%), 37% IRR, 157 Million Ounces of Silver

Vancouver, British Columbia June 26, 2024 New Pacific Metals Corp. (TSX: NUAG) (NYSE-A: NEWP) (“New Pacific” or the “Company”) is pleased to report the results of its pre-feasibility study (“PFS”) for the Silver Sand project (the “Project”) in Potosi Department, Bolivia. The PFS is based on the Mineral Resource Estimate (the “MRE”) for the Project, which was reported on November 28, 2022 and is reported in accordance with National Instrument 43‐101- Standards of Disclosure for Mineral Projects (“NI 43‐101”)

Highlights from the PFS are as follows (all figures in US Dollars):

·  Post-tax net present value (“NPV”) (5%) of $740 million and internal rate of return (“IRR”) of 37% at a base case price of $24.00/oz silver,

o  Post-Tax NPV (5%) of $638 million and IRR of 33% at the PEA[1] comparative price of $22.50/oz silver,

·  13-year mine life, excluding the 2-year pre-production period, producing approximately 157 million oz (“Moz”) of silver,

o  Annual silver production exceeds 15 Moz in years one through three, with life of mine (“LOM”) average annual silver production exceeding 12 Moz,

·      Initial capital costs of $358 million and a post-tax payback of 1.9 years (from the start of production) at $24.00/oz silver, and

·        Average LOM all-in sustaining cost (“AISC”) of $10.69/oz silver.

AMC Mining Consultants (Canada) Ltd. (mineral resource and reserves, mining, infrastructure and financial analysis) was contracted to conduct the PFS in cooperation with Halyard Inc. (metallurgy and processing), and NewFields Canada Mining & Environment ULC (tailings, water and waste management). The taxation calculations were based on the guidance and expertise of Bolivian local experts engaged by the Company.

Economic Results and Sensitivities

Table 1 shows key assumptions and summarizes the projected production and economic results of the PFS. Tables 2 and 3 show sensitivities to silver prices and operating and capital costs.

Note: Inputs for the base case (100%) are listed in Table 1. This table presents how the project’s post-tax NPV and IRR are affected by varying the selling price of silver. For example, if the silver price increases by $3/oz (from $24.00 to $27.00/oz) while other Inputs remain as the “Base Case”, then the NPV becomes $936 M and the IRR is 43%. NPV values are discounted at a rate of 5% per annum.

Note: Inputs for the base case (100%) are listed in Table 1.  Table 3 lists sensitivity analysis for three “Input” variables.  For example, if LOM CAPEX increases by 20% (+20%), while silver price, mine operating cost, and process operating cost remain the same as the “Base Case” input, the NPV becomes $682 M and IRR is 30%. NPV values are discounted at a rate of 5% per annum.

Capital and Operating Costs

The Project, as outlined in the PFS, is an open-pit mining operation with mining anticipated to be completed by a contract mining company. The open-pit mine is anticipated to provide ore to a mineral processing plant, producing silver doré on site.

Silver Sand has several advantages that we anticipate will benefit capital and operating costs:

  • The mine is expected to be operated by a contractor with current operations in Bolivia. This will eliminate procurement of a mining fleet by the Company and sustaining capital for fleet replacement,
  • The mine is expected to be connected to the national electricity grid to provide low-cost power to the processing plant and other on-site infrastructure, and
  • The site can be accessed via government highways and high-quality local roads. The access road is currently being upgraded and widened by the government.

Costs used in the PFS were estimated based on quotes from multiple contractors, and vendors, as well as internal cost databases from the Company’s consultants and indications from local firms.

A summary of capital costs is shown in Table 4. The majority of initial capital costs are related to constructing the mineral processing plant, followed by mine pre-production and development costs, and site infrastructure. Mine pre-production and development costs are primarily composed of waste mining and construction of the tailings storage facility (“TSF”) embankment. In comparison to the PEA published on January 9, 2023, the $50 million increase in initial capital costs is primarily due to:

  • Reallocating 10Mt of waste material, that was mined in the production phase of the PEA, to the pre-production phase, as further engineering revealed the need for additional material for the TSF embankment (approximately $30 million), and
  • A larger silver leach circuit to extend the leach time, based on the results of the PFS metallurgical test work and further engineering (approximately $20 million).

The cost of transporting and placement of material to build the tailings embankment is included in mine pre-production and development costs. Ongoing tailings embankment costs are included in mine operating costs and sustaining capital.
  3. Sustaining capital costs include expansion of the TSF, refurbishment and replacement of processing equipment, and mine closure.

Mining

It is anticipated that the deposit will be mined using a conventional open pit approach. This entails drilling and blasting, with loading by hydraulic excavators and haulage by off-highway rear dump haul trucks. Ore is expected to be hauled to a crusher or to run-of-mine (ROM) stockpiles. Waste is anticipated to be hauled to external and in-pit waste rock dumps. Open-pit mining is anticipated to commence in Year 2, with 28.0 million tonnes of pre-production mining occurring over a two-year pre-production period. Peak open-pit production is expected to be 18.0 Mt of total material mined in Year 8. A total of 52.0 Mt of ore is anticipated to be mined from open pit operations over the life of mine.

Processing & Metallurgy

Three additional metallurgical programs, building on earlier test work, were completed during 2022 and 2023 and focused on cyanidation and tank leaching. They included bottle roll tests, column leach tests and gravity concentration, in addition to further grindability and sample characterization. The selected PFS flowsheet consists of comminution by crushing, followed by semi-autogenous and ball milling, tank leaching with cyanidation over 72 hours, counter current decantation (“CCD”) and zinc precipitation (Merrill Crowe). Zinc precipitate from Merrill Crowe will be treated for copper removal, and then smelted to produce silver doré.

Thickened tailings from the CCD circuit are anticipated to be filtered with pressure filters before being conveyed to the nearby TSF. Upon mine closure, it is anticipated that the TSF will be capped with rock and reclaimed topsoil to provide a secure facility.

Process water is expected to be sourced from the water reservoir adjacent to the process plant and from recycled water from the TSF, supplemented by site runoff as required. A site-wide water balance model has been developed to maximize water recycling over the life of mine.

Mineral Resource Estimate

The MRE, which used conceptual open pit mining constraints for reporting purposes, was previously reported in a news release dated November 28, 2022. The Mineral Resource, stated at a 30 g/t silver cut‐off grade, is shown in Table 6.

Mineral Reserve Estimate

The open pit Mineral Reserves are reported within an optimized pit design. The Mineral Reserves represent the economically mineable part of the Measured and Indicated Mineral Resource and are presented in Table 7 below.

Permitting

The Company continues to progress with community engagement efforts with those individuals located within the Project’s area of influence. To finalize the Environmental Impact Assessment Study (“EEIA”) for submission to Bolivia’s Ministry of Environment and Water, as disclosed in the Company’s news release dated January 31, 2024, the Company must obtain surface rights for the Project through long-term land lease agreements, finalize a resettlement and compensation plan for impacted community members and implement measures to safeguard cultural and historical heritage. Discussions are ongoing with local communities to reach these agreements.

Progress towards these agreements has been disrupted by a minority group of artisanal and small-scale miners (“ASMs”) operating illegally within our mineral rights whose activities do not align with the development objectives of the Project. Through its extensive community engagement efforts, the Company believes that the interests of this minority group of ASMs do not align with those of the broader communities. These communities have formally acknowledged the Company’s mining rights and they have indicated that they expect the cessation of these ASM activities.

The Company has taken steps to address the presence of these ASMs, including the commencement of formal legal proceedings in December 2023. These legal proceedings are led by one of the leading law firms in Bolivia. In addition, on May 7, 2024, the Company successfully obtained an execution order (the “Order”) from the Mining Jurisdictional Administrative Authority (the “AJAM”) for the reinstatement of its mining rights and is working closely with government authorities to enforce the Order. As efforts to resolve the presence of this minority group of ASMs have intensified over the past several months, our site access for certain activities has been temporarily limited, as expected.

The Company remains optimistic about achieving a favorable resolution, bolstered by community and governmental support to uphold our mining rights and drive positive development outcomes for the Project, benefiting local communities, the Plurinational State of Bolivia, and the Company’s shareholders over the next two decades, and beyond, pending positive exploration success. Regarding the extent of the impact of the illegal ASM activities on the Project’s Mineral Resources, the Company believes the mineralized material extracted is not significant.

Mining Production Contract

The Company continues to engage with the Bolivia state mining corporation, Corporación Minera de Bolivia  (“COMIBOL”), to obtain the ratification and approval of the signed Mining Production Contract (the “MPC”) at the Project by the Plurinational Legislative Assembly of Bolivia. As noted in the Company’s January 31, 2024 news release, the Company acknowledges the significant role of Mining Cooperatives (“CoOps”) in the region’s economic and political landscape in areas of the Project that do not encroach on our mineral rights.

The Company is committed to ensuring that the proposed Project delivers shared benefits, including access to milling capacity, technology, infrastructure, capital, and underutilized mining areas. Establishing a framework for coexistence with CoOps in non-encroaching areas of Silver Sand is crucial for securing the necessary support for the ratification and approval of the signed MPC. In light of this, over the past several months the Company has extensively engaged with the relevant CoOps, their affiliate groups, and COMIBOL.

The qualified persons for the PFS are Mr. Wayne Rogers P.Eng and Mr. Mo Molavi P.Eng both Principal Mining Engineers with AMC Mining Consultants (Canada) Ltd,  Mr. Andy Holloway P.Eng, Process Director with Halyard Inc., and Mr. Leon Botham P.Eng., Principal Engineer with NewFields Canada Mining & Environment ULC. This is in addition to Ms. Dinara Nussipakynova, P.Geo., Principal Geologist formerly with AMC Consultants who estimated the Mineral Resource. All such qualified persons have reviewed the technical content of this news release for the deposit at the Project and have approved its dissemination.

CAUTIONARY NOTE REGARDING RESULTS OF PRELIMINARY ECONOMIC ASSESSMENT

The results of the PEA prepared in accordance with NI 43-101 titled “Technical Report – Silver Sand Deposit Preliminary Economic Assessment” dated February 16, 2023 and with an effective date of November 30, 2022 and prepared by certain qualified persons associated with AMC Consultants are preliminary in nature and are intended to provide an initial assessment of the Project’s economic potential and development options of the Project. The PEA mine schedule and economic assessment includes numerous assumptions and is based on both indicated and Inferred Mineral Resources. Inferred resources are considered too speculative geologically to have the economic considerations applied to them that would enable them to be categorized as Mineral Reserves, and there is no certainty that the project economic assessments described herein will be achieved or that the PEA results will be realized. The estimate of Mineral Resources may be materially affected by geology, environmental, permitting, legal, title, socio-political, marketing or other relevant issues. Mineral resources are not Mineral Reserves and do not have demonstrated economic viability. Additional exploration will be required to potentially upgrade the classification of the Inferred Mineral Resources to be considered in future advanced studies. AMC Consultants (mineral resource, mining, infrastructure and financial analysis) was contracted to conduct the PEA in cooperation with Halyard Inc. (metallurgy and processing), and NewFields Canada Mining & Environment ULC (tailings, water and waste management). The qualified persons for the PEA for the purposes of NI 43-101 are Mr. John Morton Shannon, P.Geo, General Manager and Principal Geologist at AMC Consultants, Mr. Wayne Rogers, P.Eng, and Mr. Mo Molavi, P.Eng, both Principal Mining Engineers with AMC Consultants, Mr. Andrew Holloway P.Eng, Process Director with Halyard Inc., and Mr. Leon Botham P.Eng., Principal Engineer with NewFields Canada Mining & Environment ULC, in addition to Ms. Dinara Nussipakynova, P.Geo., Principal Geologist formerly with AMC Consultants, who estimated the Mineral Resources (collectively, the “Technical Report Authors”). All qualified persons for the PEA have reviewed the disclosure of the PEA herein. The PEA is based on the MRE, which was reported on November 28, 2022. The effective date of the MRE is October 31, 2022. The cut-off applied for reporting the pit-constrained Mineral Resources is 30 g/t silver. Assumptions made to derive a cut-off grade included mining costs, processing costs and recoveries and were obtained from comparable industry situations. The model is depleted for historical mining activities. Mineral resources are constrained by optimized pit shells at a silver price of US$22.50 per ounce, silver metallurgical recovery of 91%, silver payability of 99%, open pit mining cost of US$2.6/t, processing cost of US$16/t, G&A cost of US$2/t, and slope angle of 44-47 degrees. Key assumptions used for pit optimization for the PEA mining pit include silver price of US$22.50 per ounce, silver metallurgical recovery of 91%, silver payability of 99%, open pit mining cost of US$2.6/t, incremental mining cost of US$0.04/t (per 10 m bench), processing cost of US$16/t, tailing storage facility operating cost of US$0.7/t, G&A cost of US$2/t, royalty of 6.00%, mining recovery of 92%, dilution of 8%, and cut‐off grade of 30 g/t silver.

New Pacific Reports Financial Results for the Three and Nine Months Ended March 31, 2024

VANCOUVER, BRITISH COLUMBIA – MAY 7, 2024: New Pacific Metals Corp. (“New Pacific” or the “Company”) reports its financial results for the three and nine months ended March 31, 2024.  All figures are expressed in US dollars unless otherwise stated.

FINANCIAL RESULTS

Net loss attributable to equity holders of the Company for the three and nine months ended March 31, 2024 of $1.27 million and $4.54 million or $0.01 and $0.03 per share, respectively (three and nine months ended March 31, 2023 – net loss of $2.28 million and $6.23 million or $0.01 per share and $0.04 per share, respectively).  The Company’s financial results were mainly impacted by the following items:

  • Operating expenses for the three and nine months ended March 31, 2024 of $72 million and $5.41 million, respectively (three and nine months ended March 31, 2023 – $2.38 million and $6.36 million, respectively).
  • Net Income from investments for the three and nine months ended March 31, 2024 of $0.44 million and $0.74 million, respectively (three and nine months ended March 31, 2023 – $0.12 million and $0.16 million, respectively).
  • Gain on disposal of plant and equipment for the three and nine months ended March 31, 2024 of $nil and $0.05 million, respectively (three and nine months ended March 31, 2023 – $nil and $nil, respectively).
  • Foreign exchange gain for the three and nine months ended March 31, 2024 of $0.01 million and $0.08 million, respectively (three and nine months ended March 31, 2023 – loss of $0.02 million and $0.03 million, respectively).

Working Capital: As of March 31, 2024, the Company had working capital of $23.67 million.

PROJECT EXPENDITURE

The following schedule summarized the expenditure incurred by category for each of the Company’s projects for relevant periods:

SILVER SAND PROJECT

For the three and nine months ended March 31, 2024, total expenditures of $0.71 million and $2.09 million, respectively (three and nine months ended March 31, 2023 – $1.22 million and $5.42 million, respectively) were capitalized under the project.

CARANGAS PROJECT

 For the three and nine months ended March 31, 2024, total expenditures of $0.37 million and $1.31 million, respectively (three and nine months ended March 31, 2023 – $3.34 million and $9.19 million, respectively) were capitalized under the project.

SILVERSTRIKE PROJECT

 For the three and nine months ended March 31, 2024, total expenditures of $0.01 million and $0.08 million, respectively (three and nine months ended March 31, 2023 – $0.20 million and $1.35 million, respectively) were capitalized under the project.
